Lifting Appliance Safety Supervision Requirements

In order to strengthen the safety supervision of hoisting machinery, prevent and reduce hoisting machinery accidents, and protect personal and property safety, these regulations are formulated in accordance with the Regulations on Safety Supervision of Special Equipment. The manufacture, installation, transformation, maintenance, use, inspection and testing and supervision and inspection of lifting machinery shall comply with these regulations. The supervision and management of the installation and use of hoisting machinery on housing construction sites and municipal engineering sites shall be carried out in accordance with the provisions of relevant laws and regulations.
The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as the AQSIQ) is responsible for the safety supervision of hoisting machinery across the country, and the local quality and technical supervision departments at or above the county level are responsible for the safety supervision of hoisting machinery within their respective administrative areas. The manufacturing unit shall obtain the lifting machinery manufacturing license in accordance with the law before engaging in the corresponding manufacturing activities. The hoisting machinery manufacturing license is subject to hierarchical management, and the manufacturing unit shall meet the corresponding conditions to obtain the manufacturing license, and the specific requirements shall be implemented in accordance with the relevant safety technical specifications and other regulations.
The crane manufacturing license is valid for 4 years. The manufacturing unit shall submit a written application for renewal of the license six months before the expiry of the license; after examination, the licensing department shall make a decision to approve or disapprove the license before the expiry of the license. If the validity period of the hoisting machinery manufacturing license expires and the license is not renewed, it shall not continue to engage in hoisting machinery manufacturing activities.
The manufacturing unit shall adopt the design documents of the hoisting machinery that meet the requirements of the safety technical specifications. In accordance with the requirements of the safety technical specifications, the type test of the whole machine or component must be carried out for the hoisting machinery products, components or trial-produced hoisting machinery new products and components that should be type tested. The manufacturing process of hoisting machinery shall be supervised and inspected by the inspection and testing institution in the place where it is manufactured in accordance with the scope, items and requirements stipulated in safety technical specifications.
